I have problem with the Mail App because it drain my battery from Background activity,
then i turn off all my mail account & set fetch manually,
but still nothing change.
Finally i delete Mail App but it STILL DRAIN my battery
How can Recently Deleted App still drain Battery?!?!

That's cause you just deleted it and still considered under 'Last 24 hours'. After a while, it will be gone.
I had the same issue, deleted the mail app and battery is back to normal. However, now there's an issue with Contacts app, while editing it will auto sort of 'Done'. Making it difficult for editing contacts.
Neither you have mentioned not I am aware of the time when you deleted the app. Also you have not mentioned how many apps you have deleted.
How do you know the analysis is for the Mail app?
the reason i know the Mail App is the problem because that the only app i deleted last night,
i deleted that Mail App because it drain my battery from Activity Background,
