I don't have a yahoo account, so I can't test that, but in order to test if this is caused by something on the server side or your system, try:

1) restart in Safe Mode (it is slow, that is normal), and try to access your account. Does the pdf work normally?

2) restart normally, add a new user account to your mac, and try to access your yahoo account while logged in to this new account. Does the pdf work normally in there?

Its a good question, I've been trying to work that one out but haven't got an answer yet! It was only last week I tried to open a pdf attached to an email, no problem in preview, but would not download from there. It has happened a couple of times since and I have tried to look at older ones and have now found I have the same issue! I did do an update very recently to MacOS Catalina 10.15.4, I can only assume that this might be the issue? Again not sure.

Preview.app certainly has not been trouble free, however it is always advised to have an true PDF reader/editor. This may keep you from beating your head against the wall. Authorship, the software that created the document, the OS that was running the software—most all well beyond your control, as to whether the PDF renders correctly on your device, if at all.

alternatives to name a very few...

Adobe Acrobat Reader

PDFpen

pdfExpert

etc

What do you mean by "would not download from there"?

If you open a pdf attachment directly in Preview, you should then probably use Save As... to save it to a location on your drive.

Maybe that is what you meant. Please clarify exactly what you are trying to do and what is happening when you try.

When I am open my emails, which has a PDF attachment to it, I click on the attachment and it immediately opens as a preview next to the email.

To the top right corner of the preview box, (as shown) you have the download and print icons. When I now tap on the icon nothing is happening, even thought the icon goes blue when tapped on! Before, it would download the file to my browser or print from this location, but not now.
