Where are you being asked to sign in with the old ID? Are you seeing an Activation Lock? Is this for an app update? More information would help.
If you are seeing an Activation Lock, you will need to contact the previous owner to have them log out of iCloud or go to https://www.icloud.com/find/ My Phone and erase the device, then remove it from their account. If you can’t do that, the device is useless.
Turn off Activation Lock - Apple Support.
If this is for an app update, one option is to delete the apps/purchases made by the other ID and download them using the new ID if desired. If necessary, check your purchases history to see which apps/purchases weren’t made by the current ID.
