I have something that I need to pay off with an in-app purchase but nobody’s answered my call. I’ve been declined for the fact that I can’t accept a payment from my parent and I need to pay this off.

Your Apple Cash is restricted you have to get it unrestricted before you can use it if you are under 18 you cannot get it unrestricted until you're 18.
