It appears, from what you have posted, that your original data from your iPhone X is either corrupted or has Data / Settings that is causing the issues on both of your iPhones (including your new iPhone 11 Pro Max.
On your iPhone 11, open Settings ➔ General ➔ Reset ➔ Reset All Settings
The above will maintain all your data however will return all your settings to factory settings. See if this resolves the issues that you have been having.
On your iPhone 11, If the above does not work then I recommend that you Erase All Content and Reset Settings. This will erase your iPhone and return in back to the condition when you bought it new. Open Settings ➔ General ➔ Reset ➔ Erase All Settings and Contents
You will have to manually download all the apps again and start from new.
