This is a head scratcher. Since the last update (13.4) sometimes when I receive a call it is only ringing on my iPad. I have to answer there on speaker, and it does not give me the option to transfer to my phone. I have restarted all devices and that still did not work.
Any ideas?

Try turning off calls on other devices, then test to make sure it's behaving normally, then enable calls on other devices again.
You'll find that on your iPhone under Settings > Phone > Calls on Other Devices.

Thanks for clarifying what's happening.
It's possible that the individuals calling you are calling your Apple ID address with FaceTime Audio or FaceTime Video and it's ringing specifically on your iPad.
With the way you've described calls as mostly coming through but some ringing only on iPad, it occurs to me that it's possible the callers are accidentally calling the wrong destination from Contacts.
Try checking to see how they've called you in your call log history if possible.
On your iPhone, you can also go to Settings > FaceTime. Make sure your emails are checked off as places you can be reached by FaceTime at.
Do the same in Settings > Messages > Send & Receive.
On your Mac, check the corresponding boxes in the FaceTime app in FaceTime > Preferences.

On your iPhone, are you able to make calls normally?
Make sure your iPhone isn't set to silent and Do Not Disturb is off:

The call is not showing up on my iPhone or Mac at all. I am able to call out normally and most calls do come to my phone. But a few times, it has only gone to my iPad. The iPhone does not even show the green bubble in the upper left corner to let me transfer the call.
All those settings were already in place.
I did a test. I called from my home phone. The first call only went to my iPad. My iPhone did not ring, nor did it show that I was on a call. The iPad would not let me transfer the call to my iPhone or my Mac. The second and third calls rang to both devices.

It appears to have worked. I will update if it happens again.
