I'm sorry, I was responding to both of your posts, which makes it difficult to keep up. See this link I provided in the other one. This is where I wanted you to look. Use Multitasking on your iPad - Apple Support
Touch-and-hold the little drag bar at the top of the slide-over Safari window - then drag this bar to the top-centre of the display - then release. The slide-over view will become (and stay) full screen.
Why don't you please try and post a screenshot here of your iPad to show what it is that you are having difficulty with. Make sure that you remove information that could be personally identifying. The link I provided shows how to deal with Slide Over as well as multitasking. The specific section I spoke about in your other post identifies the separation line on the screen you can move over to size the different windows.
Look at the link that I provided, then scroll down to the section titled, "Use two apps at the same time with Split View". It shows the bar between the two apps viewed. That is what the other poster is talking about.

Thank you but it did not work. Every time I open a window it is so tiny I can’t see a thing. I have learned by doing it myself how to in large the window but have not been able to get stay that way. Help please as this is a real nuisance? Thank You.

Are you not seeing two windows, with one too small?
If you are seeing only one window, it should be the size of the whole screen.
