Can't offload apps

You have to update the app you want to offload first. This is what bluepinesue suggested and it worked for me.

if it does not let you offload it, that means you need to update the app first! hope this helped

I am in the same boat. iPhone SE with 13.4.1. Same setting as you. Attempt to manually offload an app, shows the "spinning activity circle" but nothing happens even after letting it run for 15 minutes to offload a small app. There is another setting under Settings/iTunes & App Stores/ Offload Unused Apps, but again nothing happens when toggled on. Restarting the device did not make any difference

I’m having the same problem on my iPhone 7, latest version. The app I’m trying to offload is on the latest version, takes up about 1 1/2 GB, and isn’t offloading. Any way to fix this?
