I’ve realized that the offload unused apps setting is no longer in the iPhone storage setting. And when I search it in the settings app it takes me to the iPhone storage setting, but it still is not there. Does anyone know how to turn off the offload unused apps setting?

Although the this setting is turned OFF on my phone, iPhone 8 iOS 16.4, I have apps that have the cloud with a down arrow, download symbol, shown against them ?
