not sure if you expect mail servers to stream attached files to mail clients rather than them having to download them
if so then I don't think it's a feature mail providers or clients really support
by no means a good reason, but with pdf and other documents their size vs. a movie can often mean, they really are downloaded to a temporary dir on the computer, and displayed from there, like with web browser cache

However, mail providers have no difficulty sending emails with document or picture attachments (such as pdf or docx files) which are openable by simply clicking on them and without necessitating a download. Seems no good reason can exist for this not to apply to video material too - and to mp4 files in particular.
