I'm swapping a sim card from a broken iphone 7 to another iphone 7

I factory reset the new phone, transferred the sim card from the old phone to the new phone. The contact list still exists even though I factory reset it. Help.

Did you sync contacts to iCloud on the old phone? Then on the new phone?
