iPhones do not store Contacts or any user data on the SIM card. If you have contacts on a SIM card from another brand of phone you can import them to an iPhone. See: Import contacts from your SIM card to your iPhone - Apple Support

If your contacts from a previous iPhone were synced to iCloud, you can sync them to a new iPhone by turning on Settings > [username] > iCloud > Contacts.
