I used a Dell S2719DM with my old MacBook Pro. I recently upgraded to the 2019 MacBook Pro and can no longer get the display to work reliably. (I am using a StarTech HDMI to USB-C adapter.) Does anyone have any advice?

I see you are having some difficulties using an external monitor with an HDMI input with a 2019 MacBook Pro that has only USB-C ports.

It's important to note that when converting from USB to HDMI the quality of both the adapter and the cable can make a substantial difference in the results you'll get including the reliability of the connection.
