Mojave: Unable to delete drafts in mail 12.4

I see this is an old one but perhaps there's a fix by now.

I have a recurring draft in Mail - no subject or recipients - that refuses to delete and reappears every time I restart Mail.

Tried:

Moving it to trash and delete - no effect.

sending it to an email address and when received deleting it from there. - no effect it reappears.

Delete it on the server and wait for that to propagate through - no effect since the problem appears to be with Mail on my machine.

Is there anything that will delete it - possibly a terminal command?

Weird!! Just re-started the Macand Apple Mail this am and the 'undeletable' draft vanished. Just like that as they say. No idea what changed or why, so I'm completely in the dark if it happens again.

Tried that. Send and then delete, which I thought would do it. Quit mail and it's back again.

Everytime I open mail.app the draft appears again. It's the same one - the app isn't creating addtional ones, simply replacing this one despite having either deleted it or sent it.

Tried starting is safe mode and doing exactly the same as above without success.
