Apple says I owe them money

Apple says I owe them $31.91 and I’ve done nothing to get that bill so I’m confused and because I’m not paying it Apple won’t let me download apps or buy anything I just need help because I don’t even owe Apple anything

Queer Charge? --> If you see an 'itunes.com/bill' or an unfamiliar charge on your statement
If you have an issue with an app on App Store or billing --> Request a refund for an App Store or iTunes Store
You can also request a refund for a recent renewal of an in-app subscription.purchase
