Screen sharing from Mac to IOS Catalina and IOS 13

Through messages, you can share or ask to share a screen with others, sometimes it's dimmed out, others not, but even when I ask, they don't get the message on their IOS device. What am I missing?

That's because it only works between Mac computers. You cannot share screen to or from iOS Device.
