Blurry pictures in camera roll until zoomed in

Recently a problem occurred: when taking a picture and looking at it in my camera roll, the picture looks blurry/unsharp. When zooming in, the picture becomes fully sharp. I did not have this problem in the past - old photos are still sharp in my camera roll. In settings > name > iCloud > photos > “download and keep originals” is selected and has been selected all the time. How can I solve this problem? I have an iPhone 8, that is 1 year old - ios 13.3

From what you describe it really seems that full-res versions are removed by iCloud. Try toggling "Optimize" > "Keep originals" and leave it charging overnight with a good Wi-Fi.

Thank you for your help Franz Webber. I tried it and unfortunately it didn't help. Is there any other possible option that I can try to solve this problem? (Or do you suggest to visit an Apple store, when the stores will be open again?)

Same thing happening to me. Tried all the instructions but its still blurry not unless i zoom it in. Download and keep originals is on. Even tried turning off the icloud but still the same issue. Please let me know if you found a way out of this crap issue. I don’t want to keep going on my laptop just to be able to upload high res photos. Thank you.
