Deleting photos and videos from only ONE DEVICE
How can I keep photos, videos, and other things from being added to my iPad, and also delete photos and videos from ONLY my iPad 4?

Go into the iCloud part of your iPad’s settings and turn off the syncing of photos. That separates it from your other device. You can then edit the photos on the ipad without those deletions being reflected on other devices.
