my storage is almost full, and when i opened an app that needs camera or microphone usage after getting the notification that my storage is almost full, it states to enable camera/mic through settings. however, when i click on the popup that takes me to settings, there is no setting that allows me to enable it. why, all of a sudden, have all my apps using camera/mic stopped working and why is it not showing up in my settings?

Thank you for using Apple Support Communities. It seems like the camera and microphone are not enabled to be used with other apps. Make sure the settings are correct.
If you go to Settings > Privacy > Camera or Microphone do you see any apps in there?
"In Settings > Privacy, you can see which apps you have allowed to access certain information, as well as grant or revoke any future access."
