FaceTime is not allowing me to place a call to someone I FaceTime often

I have been trying to call my sister, who I FaceTime regularly, but this time, video was unavailable. I tried deleting the contact and re-adding it but it didn't help. Has this happened to anyone before and if so, how did you fix it? Thanks.

I troubleshooted in all the ways noted on the link before contacting Apple or the communities and none of the suggestions applied. The problem, as it turned out, was on my sister's end. She spoke with someone who was able to help fix the problem, so we're back in business.
