Storage full

My I phone xr is storage is full so I want to delete photos but it won’t let me, it won’t let me go on the photos or camera app. I want to delete some more apps but the picture icons of the app won’t come up. I Also can’t ring or text anyone. The last thing is that it won’t let me turn of my phone completely.
