The iPad is running iOS version 13.3.1 and my MacBook Pro (mid-2015) is running Catalina (10.15.4)

After that, does the iPad say not charging?
1) try updating to iOS 13.4.
2) the voltage running from the Mac to the iPad is too Low, and you can’t charge it using your Mac.
I updated to iOS 13.4 (wasn't alerted an update was available), but was still having the same issue. However, I did try changing the thunderbolt cable and that seemed to fix it. Both were relatively new thunderbolt cables from Apple.
The iPad was not saying it was not charging (it is a 70%), but it was beeping every 2 seconds and the battery icon flashed between green (with a charge indicator) and white.
When I connect by iPad Pro (2016 9.7 inch model) to my MacBook Pro via thunderbolt cable, the iPad beeps and the charging indicator flashes
