Can I hook Up a USB-C Digital AV Multiport Adapter to a wired printer and connect it to an iPad 11 pro and print from it

Not to my knowledge. Your only print option is AirPrint capable printers, or one that has an app in the App Store.

No. You would need printer driver software, which you can't dowload to iOS. You need an Airprint capable printer and no physical connection would be required at all.
