Is it possible to get or pay for WiFi on my iPad where there’s no service ?

If you have a wi-fi only device, the only way to get wi-fi is from your home internet, or public wi-fi. Depending on where you are located, some cellular carriers provide devices that can be used for wi-fi, such as Fios which is provided by Verizon in the US.
