iCloud storage not reflecting in general storage

Basically I bought the extra 200GB in iCloud storage, but my phone is still telling me I can’t take pictures or videos because my storage is too full. It shows in iCloud settings that I have the storage. But I’m general settings everything’s full. How do I get my phone to free up the extra space so I can use it!?

They are only synced to iCloud and not actually stored there. If you delete them on the phone they will be deleted in iCloud.

I do not use iCloud Photos and I am not a fan of the way that Apple sells the whole iCloud Photos thing. People are easily confused about what iCloud Photos really does with regard to storage.
