iPad air 2 respring after update

Lost my ipad for a while, once I finally cleaned and found it, it was working fine. I decided since I hadn't used it in a while, maybe an update was needed. Not sure which update it did, but it's an ipad air 2 and this was all this past week, april 2019. After the update, It turned on, asked for passcode, i typed it in, and it then went to a black screen, with a loading circle. Then asked for my passcode 2 more times, then a white screen came up (pictured) saying I need to restore from backup. I usually do this on the ipad itself but it wont let me do anything. It stays on that screen. I've restarted multiple times (holding the power button) with the same results, but now when I do it, it just stays at the black screen with loading circle (which I'm assuming is a respring loop?) Anyone able to help? Apple store isnt an option now that they're all closed.

You need to do a complete restore of this iPad using a computer with a recent version of iTunes.

No other options.

If your MacBook is damaged, then you will need to find an family member or friend that has a full computer that would be willing to help during this time to help you restore your iPad.

Unfortunately, when this is done, any data on that iPad will be lost/erased forever.
