Not able to send SMS messages

I’ve been having this problem texting non iPhone/ apple numbers. I can receive messages from them but can not text them back. It shows that they “delivered” but they never went through.

iPhone XR, iOS 13

Start here If you can't send or receive messages on your iPhone, iPad, or iPod touch - Apple Support

If the link doesn't work then contact your phone carrier.
