neccesary download missing

Im trying to format my MACBOOK PRO 2011, but I cant reinstall OS EL CAPITAN, I keep receiving "A NECESSARY DOWNLOAD IS MISSING"

Any help?

How are you trying to reinstall macOS?

Try booting into Internet Recovery Mode using Command + Option + R.

Or create a bootable macOS 10.11 El Capitan USB installer.

I have the same problem, on a 2009 macbook pro, when trying to re install OS on the 9/4/2020. Please help!
