You've done a great job in troubleshooting the issue. Here are a few more things to consider.
Do you hear the "beep" shortly after connecting the power adapter or see the battery icon on the screen?
Here is an Apple article for troubleshooting USB-C charging issues:

Make sure to unplug the charger from the electrical outlet for a minute to reset the charger's internal circuitry. Also try using an electrical outlet in another room. Make sure you are using the proper USB-C charging cables. Not all USB-C cables will charge the laptop. Plug the charger directly into the laptop.
See if your laptop qualifies for any of these Apple free repair programs:

If none of this helps, then you will need to get the laptop serviced. If local Apple Stores and Service Providers are closed, then you may have the option in some regions to mail the laptop to Apple for service. Click on the "Contact Support" link at the top right of this page. Just make sure you have a good backup or you could lose your data since Apple doesn't backup or transfer user data during a repair. If this is an issue, then you will need to wait for a local AASP to repair the laptop since they can attempt to recover your data if it is necessary.
Edit: Maybe try using another USB-C charger.
