I am aware that it can be changed in Preferences. The problem with the slider is that it is either too big or too small for my preference. I would want to change it to an exact size like 15 or 16.
Is this possible?

There is no means to precisely set the default font size in Notes Preferences. You can however, select Format : Font : Show Fonts (⌘T), and manually set the font size for the current note text, but upon quitting, that setting is not remembered. The first increment in the Notes Preference font slider appears to be 17 pt, as that is the size it does remember.
As Notes is part of the operating system, you can provide feedback to the macOS product team. You might suggest a more refined font size slider in Notes Preferences with continuous adjustment that reports font and font size incremental adjustments.
