Trying to restore OS Sierra but failing

When I try and re-install macOS Sierra I'm getting an error message that "the app store download could not start because it has already been downloaded too many times". I had previously tried updating the OS to the new operating system and then had major issues and had to erase the drive. Any help is appreciated.
