Too much is occurring in the background. So, on your iPhone:

1. Go to: Settings
2. Tap: Photos
3. Scroll Down: to "Transfer to Mac or PC"
4. Tap: “Keep Originals”

Try this once More.

Identifying the error might be of help.

What TheLittles suggested. There's often an error during conversion step on Windows when you transfer 4k videos. If this won't work, try exporting them with something like iMazing, trial is enough if you have just a couple of videos.
