Ipad mini

My iPad mini is saying that it can not be opened because I tried to many passwords and it says I need to connect it to iTunes but I don't know how. Every time I try it doesn't do anything and it doesn't work.

If iTunes isn't seeing the iPad.

iTunes doesn‘t recognize your iPhone, iPad, or iPod.
