new macbook air 2020 initial setup does not start
I open the lid and apple logo comes and the line under it but before the line is finished, laptop makes whoosh sound and goes black. This repeats, does not progress further.

This whoosh sound and black screen is a sign of a possible kernel panic.
try safe mode:
press and hold shift key till you see the Apple logo and loading bar.
If it still happens, try a reinstall:
press and hold Command+R till you see the Apple logo and loading bar.
Then after that click Reinstall macOS.
