How do I check if I'm eligible for a new iphone upgrade? Is this done through my apple care?

how do I sign up for the upgrade program When I got my new phone in January 2020, I told the people at the Apple Store that I wanted Apple Care+ as well as the option to upgrade my phone each year. Now, when I went to "exchange" my phone, they told me I never signed up for the Upgrade Program. I am confused. When, where and how was I supposed to do that? Shouldn't I have been automatically enrolled when I requested that at the store? Thanks for any advice.

Are you on the iPhone upgrade program?

AppleCare is warranty service, it has nothing to do with upgrading.
