I have iPad pro 10.5 (iPadOS 13.4.1) with original Apple Smart Cover but that lock/unlock display function doesn't work.
I tried a few basic things but nothing helped:

Have you tried a simple hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons?
Have you checked:
Settings > Display & Brightness > Lock / Unlock - is set to ON
Settings > Display & Brightness > Auto-Lock - is not set to Never.

I doubt this has anything to do with new iOS. Sounds like the magnets on the cover are not properly aligned.
Yes I tried restart and hard reset.
Yes, both options are set correctly.
I have the same issue with two ipads pro 10.5, neither works with apple smart cover, and both of them lock and unlock perfectly with the smart keyboard.
Maybe this is a bug of the new iOS?
