I have an 80 year old gentleman who has forgotten his appleID password and the answers to his security questions. What is the process to reset things on his account or can he?

but neither of these address forgetting the password and the security questions. we tried to reset the password and then it asked for the security question answers. is there any hope other than setting up a new appleID?
