I have an 80 year old gentleman who has forgotten his appleID password and the answers to his security questions. What is the process to reset things on his account or can he?

Those are the specific instructions for each of your issues. If those did not work, an option is the erase the phone and set it up as a new phone. See here: https://support.apple.com/en-us/HT201351. If you forgot the security questions, you need to use the link to reset your questions.

but neither of these address forgetting the password and the security questions. we tried to reset the password and then it asked for the security question answers. is there any hope other than setting up a new appleID?
