Unable to reset Network Settings

This morning my wife's phone wouldn't call out until she did some sort of update. She did it and now the phone still won't call out. We've reset the phone, tried a different SIM and tried to reset the Network Settings. When we press "Reset network settings" and click on the confirm button the phone sits on the same menu screen and doesn't change. If I try to click "General" to go to the previous screen it won't let me. It's like the phone is locked but on the top left where the signal bars is located it says "searching" and the bars continue to scroll like it is trying to find signal. Any help?
