No, I have two iPads, one using iOS 12.4.5, and one using iPadOS 13.4.1, and both of them use the same text zoom as my computer. There is no "pinch" zoom option available on either one.

If by "zoom" you mean to increase/decrease the text size use the "AA" icon in the Title Bar:
