Apple Music isn't supported on the iPod touch 4th gen. The 4th gen is from late 2010 and was only supported until late 2013. The maximum iOS version supported on the iPod touch 4th gen is iOS 6.1.6.
Apple Music was introduced in July 2015 with iOS 8.4, that cannot run on the iPod touch 4th gen.
