Why was I charged $13 when my cloud storage is not full and I have the $.99 plan? Why doesn’t it tell you how much they are going to charge until after they have already taken my money?

$13 would not be for iCloud storage or anything related to it. The following has information on how to find out what a charge was for: If you see apple.com/bill, itunes.com/bill, or an unfamiliar charge on your statement - Apple Support
