Why am I charged $0.99 and $2.99 as separate transactions for my iCloud Storage?

I am currently on the 200GB iCloud plan and I am charged $2.99 for it, why do I still get charged $0.99 separately and the bill says iCloud 50 GB storage?

iPhone 11, iOS 16
