I just purchased the 200GB storage plan and I was charged $2.81 instead of $2.99. Why is that

The bill for the first payment for an upgraded plan is calculated to include a refund for the unused part of the month of your old plan. Your small discount seems to suggest that you upgraded towards the end of the billing month.

If the charge is for iCloud storage, it's likely a prorated charge for storage you already purchased.
