My Safari v.13.1 History is being cleared from time to time but I am not knowingly doing it. I thought it may be caused by clearing the Safari History on an iPad that is a Trusted Device using my Apple ID but that doesn't seem to be the case. Any suggestions are appreciated.
MacBook Pro 15”, macOS 10.15
1) Open safari
2) Click on "Safari" on the upper left side of the screen
3) Click "Preferences"
4) Then go to the tab labeled "General"
5) On that page, there is a section titled, "Remove History Items"
6) Check to see how often your history is being deleted. You are able to select how often you would like for it to delete. I have mine set for every year

I cleared the Safari History on my iPad (a Trusted Device using my Apple ID) last night and this morning I see that the MacBooks's History in Safari is gone so I guess I found the cause.
In Safari/Preferences/General, what is Remove History Items set to?
After one year
So is mine.
As a test, try turning off Safari syncing in System Preferences/Apple ID for Catalina to see if that helps.
