Apple Intelligence is now available on iPhone, iPad, and Mac!
When I turn on my iPad it tells me to contact iTunes, but it won't let me get past that screen. Cannot login in. Cannot hard reboot. No little hole to use a paperclip to push the reset button. I don't have an iTunes account. Don't want one. What's up?

Unfortunately you must now fully restore your iPad to factory settings.

If you can't update or restore your iPhone, iPad, or iPod touch - Apple Support
It is worth noting that the iPad will be nearly useless to you without an Apple ID as one is required to download any software.

It is worth noting that the iPad will be nearly useless to you without an Apple ID as one is required to download any software.
Also, you WILL need a full Windows PC or Mac, connected to the Internet, with the latest version of the iTunes application installed, to perform the iPad restore.
When the restore is performed, you will end up losing any important data on that iPad forever.
Also, without creating and using an Apple ID and password to be able to use that iPad, that iPad will be a pretty useless device to you.
