How do I synchronise a PDF reading progress, bookmarks and highlights across my devices?

I'm reading a PDF on Books and would like to have my progress, bookmarks and highlights available across my devices.

I have Books Enabled on iCloud and a PDF that was assigned to a collection on my iPhone appears in the same collection on my Mac, however, progress, bookmarks and highlights won't sync.

iPhone 11, iOS 13

Welcome to the Apple Support Communities. I understand you want to sync items within PDFs using Books. I'll do what I can to help.

Here are some suggestions:

Along with Books, also make sure that iCloud Drive is turned on as outlined from this link here: Save and mark up PDFs on your iPhone, iPad, or iPod touch with the Books app
Restart both devices to see if they update.
