How to transfer saved emails in file to a document in Pages on IPad
iPad Air, iPadOS 13
Use the print option to create a PDF: tap Print then pinch open, tap the share icon and save to Files. Open Pages and insert the PDF.

The easiest way would be to select all the text from the email and paste it into a Pages document.
