mac book pro 2009, restore

I tried to wipe my old 2009 Mac book pro. it had El Capitan on it. for some reason after erasing the drive and hitting re-instal OS. after several attempts I get the same message, OS could not be installed, no packages were available. Is there a fix for this? Please Help!
