Can't enable root user

Only admin users can use sudo.

It seems that your account is not an admin account.

If this is your mac and you decided to make your regular account a standard account, you must have a separate account with admin privileges.

You can use it to grant admin privileges to your normal account.

Or you can do the sudo in two steps.

I will call the admin account "admin"; adjust accordingly.

Do

su admin

and type admin's password to run a shell as user admin.

Then you can use sudo.

There is NO reason to activate the root user in macOS.

You can do any administrative tasks without logging in as root.

It should work, of course.

Here is something you may try:

1) Create a second administrative account (which is always a good thing to have, in any case)

2) Log out of your account and in to this new account; remove admin privileges to your main account, and then add them back.

There is something weird going on.

Even a newly created admin user cannot use sudo...

Does the same happen in Safe Mode?

do not use sudo.

In the Terminal app  on your Mac, invoke a command-line editor by typing the name of the editor, followed by a space and then the name of the file you want to open
